<h4 class="size-15" lang="x-size-15"><span class="font-sans-serif"><strong>Dear Thoroughbred racing participants,</strong></span></h4>
<p>At the Breeders’ Cup World Championships earlier this month, the best of the best in our sport came together to compete on the track and celebrate the wonderful culture and lifestyle of racing. Meanwhile, Breeders’ Cup CEO Drew Fleming and I convened a meeting of some of the leading executives across the sports industry to discuss what we can all learn from each other as we work to protect the health and safety of our athletes and the integrity of our sports.</p>
<p>We were joined at Del Mar by leaders from the NFL, NHL, NWSL, UFC, U.S. Soccer Federation and U.S. Equestrian Federation, among others. We discussed the work HISA is doing to ensure consistent safety and integrity standards for horses and riders nationwide, as well as the work that many other organizations across racing are doing to prioritize safety. We asked these leaders to share their perspectives and were eager to hear their thoughts on what we could be doing better based on their experiences. Our conversation covered a wide range of issues, including emerging technologies, head injuries, emergency preparedness, mental wellness and anti-doping. I think we were all surprised by how many similarities there are in the challenges we all face.</p>
<p>My three biggest takeaways from the insightful meeting:</p>
<ol>
<li><strong>True change requires buy-in from the bottom up and the top down. </strong>Creating a culture of safety in racing means a collective sense of purpose and a willingness to invest in the future of the sport. That means funding new technological solutions and scientific research and a commitment to working together to prioritize safety above all else. The sports represented didn’t achieve full buy-in quickly or easily, and neither will we, but we have to keep working toward it and keep proving both the value of, and the business case for, safety.<br /> </li>
<li><strong>Racing has to tell its safety story.</strong> It’s not enough to put the right rules in place, to enforce them or even to significantly decrease equine fatalities if no one knows what we’ve accomplished. You’ll notice that the NFL runs a commercial during every game about the health and safety work they’re doing to “build a better game” even in moments without acute crises. I’ve heard some in racing say we should only talk about safety when we absolutely have to – when we’re in crisis – but we need to all get comfortable with talking about it year-round and proactively sharing the collective progress we’ve made with the public. It’s not enough to sell the fun and excitement of racing, we must also ensure that the public knows we’re prioritizing safety every single day, especially if we are to attract new, younger fans to this great sport.<br /> </li>
<li><strong>We need to get creative.</strong> Speaking with leaders in other sports emphasized not only how much work there is to do to ensure our horses and riders are safe, but also how many ways there are to go about that work. We’ve already been engaged with leading technologists about how we can use data to advance our safety goals, but there are many other new and innovative ways we should be pushing what’s possible. Whether that’s crowd-sourcing ideas for new wearable technology solutions or engaging in partnerships to provide much-needed health care to riders, we can and should do more. I’ll rely on our Next Generation Advisory Group – and anyone else with smart, fresh ideas – to be vocal about those ideas so we never feel limited in the tools at our disposal to make racing safer.</li>
</ol>
<p>One area in which I’m acutely aware of our collective need to do more is around exercise-associated sudden deaths. We must do everything we can in partnership with our international peers to better understand these fatalities and determine how to prevent them. To those ends, HISA has committed significant funding to independent academic research studies currently underway at the University of Minnesota and the University of Pennsylvania to explore possible genetic predictors of sudden cardiac deaths. We are also working with Palantir to mine our data for any common factors in these cases that can provide some insight into how to prevent them going forward.</p>
<p>After our meeting with the other sports leagues the morning of Friday, Nov. 1, we got everyone out to the races. Several of these executives had never been to a horse race, and I think at least a few of them caught the bug. Racing has so much potential to grow and bring in new fans, but only if the public trusts we are doing all we can to prioritize the health and safety of our athletes.</p>

Reflections on the 2024 Breeders’ Cup World Championships

<p>On October 22, HISA’s Next Generation Advisory Group held its latest meeting in-person at Rood and Riddle in Lexington, Kentucky. Comprised of horsemen, veterinarians, jockeys, horseplayers and other racing participants, the Next Generation Advisory Group provides feedback to HISA's executive team and Standing Committees on the implementation and evolution of HISA's regulations.</p>
<p>The group met the first day for a wide array of discussions with HISA and HIWU’s executive teams. Discussed topics included jockey wellness initiatives, stewarding, investigations and testing strategy, and ADMC Program education and science. The following morning included a tour of the test barn and an explanation of the full testing process and chain of custody.</p>

Next Generation Advisory Group Meeting Held in Lexington

<p>The International Jockey Concussion, Safety and Wellness Conference, hosted by HISA and Jockeys' Guild, brought together a diverse group of international experts, researchers and stakeholders in the racing industry. This event focused on addressing the critical issues impacting jockeys' health and safety, such as concussions, mental health and nutrition. Featured speakers included retired jockeys Donna Barton Brothers, Ramon Dominguez, Eurico Da Silva, Pat Day and Nathan Horrocks, who shared their personal experiences and advocated for enhanced safety measures in the sport. Attendees ranged from medical professionals and researchers to racing industry executives and jockey families, offering a holistic view of the challenges and innovations in jockey care.</p>
<p>The conference included sessions on cutting-edge medical research, safety protocols and concussion management, with opportunities to network with other professionals in the field. The event also spotlighted ongoing initiatives aimed at improving the long-term wellbeing of jockeys, emphasizing the importance of collaboration between stakeholders to ensure safer racing conditions.</p>

International Jockey Concussion, Safety and Wellness Conference

<p>Last week, HISA and the Jockeys' Guild co-hosted the first Jockey Health and Wellness DC fly-in. We welcomed participants from across the United States to gather in the nation's Capital for conversations on the physical and mental well-being of jockeys at a critical time in horse racing. Participants had the opportunity to meet with their Congressional representatives to express both their love for racing and the unique circumstances they face as athletes and family members in a fast-paced industry.</p>

Jockey Health and Wellness DC Fly-In

<p>The Jockeys’ Guild and the Horseracing Integrity and Safety Authority (HISA) hosted a symposium at Keeneland today in order to bring the critical issue of jockey mental health to the forefront and generate discussion on how the Thoroughbred industry can work together to advance the mental wellness of jockeys across the country.</p>
<p>Jockeys’ Guild President and CEO Terry Meyocks and HISA CEO Lisa Lazarus welcomed attendees and opened the symposium with remarks on the two organizations’ shared goals of addressing the factors that adversely affect rider mental health and developing mechanisms for increased access to mental wellness resources.</p>
<p>The symposium’s keynote address was delivered by former NFL player Randy Grimes, who in his retirement from football has traveled the country to advocate for substance abuse counseling and share his story of past addiction to prescription drugs. Grimes’ personal story served as a powerful example of the need for appropriate and accessible mental wellness and addiction-related resources for professional athletes.</p>
<p>Retired jockey and author of “Riding for Freedom,” Eurico Rosa Da Silva also spoke on his lifelong struggles with mental wellness and his goal of helping others, particularly other jockeys, overcome similar difficulties off the track. Throughout his career as a highly decorated jockey, Da Silva struggled with various addictions before eventually finding help through therapy.</p>
<p>Following Grimes and Da Silva’s moving remarks, FGS Global shared the results of an anonymous survey of jockeys recently conducted to evaluate jockeys’ mental wellness needs and determine what kinds of resources and support services would be most impactful in strengthening their overall health and wellbeing. 230 jockeys across the country responded to the survey, which found:</p>
<ul>
<li>10% of jockeys describe their mental health as “poor”</li>
<li>A third have had challenges in their daily lives over the past month due to feelings of sadness, depression, or anxiety.</li>
<li>93% are concerned about financial stability and providing for their families</li>
<li>The surveyed jockeys said that such worries about lack of financial security, making weight, the pressure to win and lack of a livable wage were among the biggest pressures they consistently face. The barriers to seeking help most often cited by jockeys included the fear of losing work and a general stigma around asking for support.</li>
</ul>
<p>Potential resources that respondents expressed the most interest in to help address their challenges included nutritional support services to help safely maintain weight, access to a sports psychologist, career transition resources for retirement and personal finance assistance.</p>
<p>“The Jockeys’ Guild appreciates all of the jockeys who took the time to complete the survey,” said Meyocks. “The number of responses just reiterates the importance of mental health and wellness for our athletes. We also appreciate all of the input and interest by industry participants in this first step in addressing jockeys’ mental health. It is a very complex topic and it is necessary to have discussions like today on the best way to move forward. The ultimate goal is that we as an industry will be able to support and find solutions for, not only the jockeys, but everyone in our industry.”</p>
<p>“HISA’s responsibility to oversee safety in racing certainly includes the mental wellbeing of its athletes,” said Lazarus. “The results of this survey serve as a reminder of the many challenges jockeys face. We are grateful to all the jockeys who shared their experiences and feedback, all of which will be crucial in our efforts to advance the wellbeing of current and future riders across the country.”</p>
<p>Following the discussion of the survey results, Horse Racing Radio Network (HRRN) host Mike Penna moderated a roundtable discussion that focused on exploring existing mental health programs developed by other professional sports and offering employment counseling for jockeys after their professional riding career has ended. The inclusion of family members and the Race Track Chaplaincy in future discussions was also identified as an important next step.</p>
<p>Following today, the Jockeys’ Guild, HISA and other industry groups will use the survey results and learnings from the symposium to finalize and share a plan to develop and implement a network of resources to support rider mental wellness.</p>

<p>On November 15, HISA conducted its second virtual Town Hall. Following the <a href="https://hisaus.org/news/hisa-town-hall-replay-answering-your-admc-questions">inaugural Town Hall in September</a> focused on answering racing participants’ questions about HISA’s Anti-Doping and Medication Control (ADMC) Program, HISA and HIWU leadership hosted a second Town Hall on the same topic to provide another opportunity to answer key questions. HISA CEO Lisa Lazarus, Horseracing &amp; Integrity Welfare Unit (HIWU) Executive Director Ben Mosier, and HIWU Chief of Science Dr. Mary Scollay took questions on topics ranging from recent proposed changes to HISA’s ADMC rules, to the Atypical Findings Policy, to the origins of HISA’s partnership with Drug Free Sport International.</p>

<p>The Horseracing Integrity and Safety Authority, Inc. (“HISA”) has established a pro bono program to assist eligible Covered Persons alleged to have committed an Equine Controlled Medication Violation or Equine Anti-Doping Rule Violation under HISA’s Anti-Doping and Medication Control Program (the “Covered Person Pro Bono Program”). The Covered Person Pro Bono Program is designed to match Covered Persons who are financially unable to secure legal representation with volunteer attorneys who have agreed to provide legal services without any expectation of compensation.</p>
<p style="text-align: center"><span style="text-decoration: underline"><strong>DO I QUALIFY FOR A VOLUNTEER ATTORNEY?</strong></span></p>
<p style="text-align: left">To be eligible for a volunteer attorney, you must meet these requirements:</p>

Racetracks are expected to have separate response procedures in place, with a different set of emergency medical services, for incidents that occur in the grandstand, any casino, if applicable, and other public areas; such procedures are outside the scope of this document.</p>

<p><em>Effective July 8, 2024 – Additional Information about Intra-Articular Injections</em></p>
<p><strong>Rule 2271(a) reads:</strong></p>
<p>(11) except as set forth in Rule 2271(a)(12), any Covered Horse treated with any intra-articular injection of any joint shall not be permitted to perform a Workout for 7 days following treatment or participate in a Covered Horserace for 14 days following treatment.</p>
<p>(12) notwithstanding Rule 2271(a)(11) and Rule 4222, any Covered Horse treated with any corticosteroid intra-articular injection of the metacarpophalangeal or metatarsophalangeal joint shall not be permitted to perform a Workout for 14 days following treatment or participate in a Covered Horserace for 30 days following treatment.</p>
<p>Further, Rule 4224 reads: “Intra-articular injections of polyacrylamide hydrogels are prohibited within 180 days prior to Post-Time.”</p>
<p>The prohibitions in Rule 2271(a)(11) and (12) apply to substances injected into any articular space, including, but not limited to, the following:</p>
<ul>
<li>Orthobiologics (such as IRAP, PRP, stem cell therapy)</li>
<li>Corticosteroids (such as betamethasone, triamcinolone, isoflupredone)</li>
<li>Hyaluronic Acid (HA) products (such as Legend I.A., Hy-Visc, Hylartin)</li>
<li>Antibiotics</li>
<li>Medical devices (such as Spryng)</li>
<li>Anesthetics (such as mepivacaine)</li>
</ul>
<p>The intra-articular administration of any Banned Substance, such as stanozolol, constitutes an Anti-Doping Rule Violation.</p>
<p>These stand-down times do NOT apply to injections in or around the following structures:</p>
<ul>
<li>Sacro-iliac areas</li>
<li>Bursae</li>
<li>“Splints”</li>
<li>Proximal suspensories</li>
<li>Tendon sheaths</li>
<li>Epaxial muscle</li>
</ul>
<p>Injections in or around these structures will be regulated through testing under HISA’s Anti-Doping and Medication Control Program.  For many of these administrations, a withdrawal interval greater than 14 days may be necessary to avoid detection in a treated horse’s collected sample. </p>
